A replacement Xtcl.dll and supporting files that enables the XiRCON IRC client to use Scriptics' release binaries of the Tcl 8.1.x library instead of the original custom-compiled DLL shipped with the client. Adds namespace support, a working package loader, Tk compatibility, and access to the full Tcl 8.1 API within XiRCON scripts.
