Splits each IRC channel window by creating a dedicated custom notice/event sub-window that displays joins, parts, quits, nick changes, kicks, mode changes, topic changes, and notices separately from the main chat area. Uses the WindowFX DLL to embed and resize the sub-window dynamically within the channel window.
