Enables and handles the CAPAB IDENTIFY-MSG protocol on IRC networks such as Freenode by using io.dll to intercept and strip +/- identification prefixes from incoming messages before mIRC processes them, then reformats displayed output to show each user's identification status. Provides a $capab.auth() identifier and replacement /msg, /me, and /describe commands that reflect the local user's own identification state.
