A DLL for mIRC that provides a high-accuracy millisecond timer via two functions: GetTime (returns system uptime in milliseconds) and DllInfo (returns DLL information). It replaces mIRC's built-in $ticks identifier, which uses GetTickCount() and is only accurate to ~15 milliseconds.
